You wrapped the site, added a splash screen, submitted it. The rejection says the usefulness of your app is limited, or that it is not appropriate for the App Store. That is 4.2, and web wrappers are what it was written for.
Using a web view is not banned. Apple ships plenty of apps that are mostly web views. The reviewer is deciding whether this needed to be installed, and a wrapper does not answer that question.
There is no published threshold, which is the reason 4.2 feels arbitrary from outside. What reviewers respond to is the app using the device it is running on.
Something that works with the network off, even if degraded. Push carrying real information rather than promotions. Camera, location, microphone, biometrics or the file system where the feature calls for it. State that survives a relaunch. Share sheet, widgets, Shortcuts, Siri, Watch. Navigation that is not a page load between every tap.
Not all of it. Enough that the reason this is an app is obvious inside the first half minute.
This happens a lot. They opened the thin end of the app and never got past it.
Name the native features and give the screen and the taps for each. Say what still works in airplane mode and ask them to try it. If the substantial part is behind a login or a paywall, that is very likely why it went unseen, so unlock the demo account and say you have done it. Thirty seconds of video of the feature you are relying on.
Leave competitors out of the reply. That other apps do less is not something a reviewer can act on.
Sometimes the honest description of the app is that it opens your website, and then no reply works. Build one thing that only an installed app can do, put it where a reviewer hits it in the first minute, resubmit.
